Our Development Team has an established track record in large-scale solar development. The team follow a rigorous and well-defined process in developing high-quality, large-scale solar parks.

Merlin Carnegie

Technical Development Manager
Merlin is responsible for project origination and securing grid capacity for the UK solar development team. He joined Low Carbon after completing his Masters in Renewable Energy Systems Engineering & Environment at the University of Strathclyde, with the view of implementing his knowledge gained in a pragmatic manner to help fight climate change. He previously worked in property development for 6 years.
Nick Chapman

Business Development Manager
Nick is responsible for site finding within the team, one of the first steps in the development process. Having started in the solar space in 2014, Nick hasn’t looked back. Previously, Nick has worked in various locations in the UK (Cardiff and NE England) as wells Bali – growing and managing sales teams in various sectors from property sales to the Red Cross and RSPCA.
James Hartley-Bond

Head of Project Development - Solar
James has been developing renewable energy and reserve power projects across the UK since 2012. He started his energy journey working for Inazin, helping to develop Low Carbon’s original solar portfolio. James is a chartered town planner and prior to joining Low Carbon was running his own development consultancy.
Lauren McGill

Project Development Analyst
Lauren joined Low Carbon in 2020 and is part of the origination team, helping to identify and secure land rights for development opportunities. With a passion for wildlife, Lauren is using her skills gained through working for the Wildfowl & Wetlands Trust and on a game reserve in Kenya in the fight against climate change.
Simon Roberts

Senior Technical Development Manager
Simon has worked within the electricity industry for 20 years including 6 years specialising in the electrical side of renewable energy. Simon holds a wealth of knowledge in project origination, construction, connections delivery, operation and management. This experience ensures that each Low Carbon project is developed with an objective to be a high performing renewable energy asset, right from the start.
Beverley Rodbard-Hedderwick

Stakeholder Manager
Bev has more than 7 years’ experience working in the solar PV industry. Prior to joining Low Carbon, Bev worked in the Commercial Team as Marketing Manager for British Solar Renewables where she built a wealth of experience and knowledge of the UK solar industry. Before moving into the Renewable Energy Sector, Bev worked for Jones Lang LaSalle in London which included a secondment to South Africa.
Mike Rutgers

Head of Development
Mike has been developing renewable energy projects throughout Europe and Africa since 2007. Prior to joining Low Carbon, Mike has held senior development positions at global solar industry players including SunPower and SunEdison. Mike is a qualified solicitor in both the UK and New Zealand and has an MBA from Said Business School, University of Oxford.
James Turley

Business Development Manager
James has worked in the renewables sector for over 10 years. Prior to Joining Low Carbon James lead a multidisciplinary consultancy team supporting solar developers across the country. James is Chartered Town Planner and started his career in Local Authority at Rutland County Council and the London Borough of Islington before moving to the private sector in 2006.
